The heading is restricted to electro-mechanical tools with a built-in electric motor orvibrator which are designed for " working in the hand " as defined in Explanatory Note to heading 84.67. Mechanical tools whether or not portable fitted with a baseplate or other device for fixing to the wall bench floor etc. are therefore excluded (CHAPTER84). However certain electro-mechanical tools for working in the hand of this heading have fittings permitting them to be temporarily fixed to a support. They remain classified here together with the support if it is presented therewith provided the tools are essentially " for working in the hand " as defined above. Some of the electro-mechanical tools covered by this heading may be fitted with auxiliary devices (e.g. a fanwheel and its dust-bag to remove and collect dust during working).
The heading excludes combinations consisting of a tool holder with one or more tools and a separate electric motor with a flexible shaft; the tool holder is classified in heading 84.66 the electric motor with its flexible shaft in heading 85.01 and the tools in their own appropriate headings.
The tools of this heading include tools for working various materials and are used in various industries. Subject to the conditions stated above they include :
(1) Drilling tapping or reaming machines.
(2) Boring machines rock drills etc.
(3) Circular saws and chain saws.
(4) Planing gauging surfacing or similar appliances.
(5) Wrenches screwdrivers nut setters and the like.
(6) Filing appliances grinders sanders polishers brushing appliances etc.
(7) Rivet busters and other chisel operated appliances.
(8) Hammers of various types such as chipping hammers de-scaling hammers caulking hammers riveting hammers.
(9) Squeeze type riveters.
(10) Sheet metal cutters (shear type or nibbler type).
(11) Sand rammers for foundries; de-coring tools for removing cores from castings; mould vibrators.
(12) Concrete vibrators to facilitate the flow and setting of concrete.
(13) Hedge trimmers.
(14) Cutters for cutting textiles in the ready-made clothing industry.
(15) Industrial blowers (e.g. such as are used for the cleaning of machines or machine parts).
(16) Engraving tools.
(17) Electric hand scissors comprising a fixed cutter blade and a mobile cutter blade operated by a built-in electromagnetic vibrator for use in dressmakers' and milliners' workrooms households etc.
(18) Lawn edge cutters for use in corners along walls borders and under bushes consisting of an electric motor mounted on a handle of light metal with a thin nylon thread cutting device.
